Context: Treasurer on parental leave. Council approval of many projects and capital plans driving up the base tax rate. Substitution sources needed to shrink the initial tax increase number presented in public. Deliverable is an example of a revenue strategy built as a companion piece to a newly approved Strategic Plan.

Revenue Profile Adjustments

For: CAO/Treasurer, Municipality of Hastings Highlands
Context: Provincial announcement of upcoming grant formula change and total envelope reduction; study undertaken to ensure the municipality was prepared so a tax bump or service reduction was not a foregone conclusion in the event of a significant intergovernmental transfer reduction. The second of two deliverables to the right is a summary of recommendations.

Pre-budget Citizen Survey Re: Infrastructure

For: Deputy CAO & Treasurer, Town of Minto
Context: Successive external deadlines clustered together, i.e. regulated policy adoption, grant application deadlines. Insufficient in-house capacity to manage the surge. Long-term need to increase public literacy, participation in and ownership of financial decision-making. Rather than asking, ‘do you want more or better services,’ this survey evaluated residents’ willingness to pay for specific service enhancements based on their actual cost, in addition to base taxes. Report summarizes results.
